Don't think it really applies to him necessarily.
The Suns had no PG's last season but then went out and got a few and drafted a few. Now they are a bit overloaded. They made the move to get Ricky Rubio, who will be the starter as long as he's there and healthy. They traded something meaningless for Jevon Carter with the idea that he was the immediate backup. They drafted Ty Jerome and they also signed Lecque to a 4 year deal as an undrafted rookie and 2 of the years are guaranteed.
I kinda feel like Harper's best bet is to have some other team fall in love with him now and make an offer to get him away from the PHX system. They've got 2 more years locked in for Rubio and Jerome. They could probably cut Carter and likely will if any of the other guys catch on because he's got limited offensive potential. Still feels like a bit of a log jam there though even if he's gone.
